EKI’s Brownfields teams include licensed professional geologists and engineers experienced in contaminated properties regulated by regional, state, and federal programs, including voluntary remediation programs, Brownfield liability relief programs, and properties subject to administrative consent orders and violations. EKI assesses and remediates sites in programs administered by the United States Environmental Protection Agency (U.S. EPA), such as Toxic Substance Control Act (TSCA) sites and hazardous waste sites ranging from contaminated industrial properties to closed or inactive landfills. We conduct remedial investigations and feasibility studies under the Comprehensive Environmental Response, Compensation, and Liability Act’s (CERCLA) guidance for Superfund sites and private clients seeking cost recovery. EKI conducts numerous risk-based closures in accordance with federal and/or state risk assessment guidelines. EKI understands the economic challenges municipalities face and the importance of revitalizing Brownfield sites as a means of attracting developers, new residents, businesses, a mix of uses, industrial reuse, recreational open space, and other economic development tools. For many commercial / industrial site reuse and redevelopment projects, we estimate the risks, costs, and benefits of alternative remedial actions. We develop cost-effective remedial solutions while accommodating business, technological, and regulatory constraints.

EKI has direct experience with the state and U.S. EPA Brownfields Program Grants. EKI’s work under these programs includes approval of investigation work plans and reports, approval of remedial action plans (RAPs) and feasibility studies (FS), approval of remedial design and implementation plans (RDIPs), approval of quality assurance project plans (QAPPs), and approval of remedial action completion reports (RACRs). Our experience with the redevelopment of regulated sites has provided us with valuable knowledge identifying and selecting remedial alternatives, estimating the cost of remediation required to comply with applicable, relevant, and appropriate requirements (ARARs), and efficiently implementing remediation within grant and project restrictions.

EKI attends public outreach meetings, assists with environmental justice programs, and provides the public with educational/informational material regarding the goals, methods, and outcomes of environmental assessment and brownfield reuse planning activities.
