Landfill Redevelopment
EKI is an experienced provider of environmental engineering services for closed or inactive solid and hazardous waste landfills. EKI has experience conducting post-closure maintenance and monitoring (PCMM) for compliance with applicable state and local solid waste regulations, such as those found in California Title 27, Division 2, Article 1, Subchapter 5.
PCMM includes activities such as:
- Conducting inspections of the landfill cover system to evaluate surface drainage, settlement, and integrity of the final cover;
- Monitoring subsurface landfill gas concentrations;
- Monitoring ambient air quality at the landfill surface; and
- Monitoring surface water quality.
EKI prepares Post-closure Maintenance Plans and Landfill Gas Monitoring Plan documents that summarize the regulatory requirements and activities applicable to each site.
EKI is an industry leader in providing environmental engineering services for the redevelopment of landfill sites from Brownfields into productive uses that benefit the community. Developing closed or inactive solid waste landfill sites for industrial, commercial, and recreational uses faces unique engineering and construction challenges such as public acceptance, settlement, presence of hazardous waste, and rigorous permitting and regulatory requirements. EKI’s engineers, scientists, and geologists collectively possess extensive expertise in all aspects of landfill site remediation to facilitate redevelopment. EKI serves as the environmental engineer-of-record (EOR) for assessing, remediating, and redeveloping landfill properties in several states. As the EOR, EKI develops environmental system design drawings and technical specifications for the landfill gas collection system, engineered landfill cover system, and the building protection (i.e., landfill gas mitigation) system. EKI prepares and updates environmental compliance work plans, including Post-closure Land Use Plans, Soil and Waste Management Plans, Excavation Management Plans, Construction Quality Assurance Plans, Well Abandonment Work Plans, and Ambient Air Quality Management Plans, to support landfill environmental system construction and compliance. EKI prepares and updates permits to construct or operate landfill gas collection and control systems.
During the design process for landfill development, EKI has acted as a liaison between the property owner, property developer, property development manager, and the developer’s design and development team consisting of structural, civil, geotechnical, mechanical / electrical / plumbing engineers, architects, and general contractors. EKI works closely with regulatory agencies to negotiate cost‑effective, implementable construction techniques that meet regulatory requirements that are protective of human health and the environment.
