Mr. Sutter has over sixteen years of experience in managing all phases of planning, design, and construction management for new and existing potable water, recycled water, wastewater, stormwater, utility infrastructure. Mr. Sutter is experienced in the management of complex projects requiring coordination of multi-discipline design teams, as well as CEQA and multi-agency permitting processes for projects in highly sensitive areas. Mr. Sutter has led the development of master plans and capital improvement plans with risk-based prioritization for several utility systems. Mr. Sutter currently serves in the capacity of consulting District Engineer for two public water agencies.
