Ms. Gain has twenty-three years of professional experience intersecting technical, policy, and collaborative regional partnership aspects of water resources management. Her work involves planning and engineering projects/programs with urban water agencies, irrigation districts, state and federal agencies, and private sector clients with a focus on integrated solutions and partnerships.

She leads and manages complex projects, contracts, and interdisciplinary teams focused on water supply reliability, reuse planning, and preliminary engineering. Her experience spans the gamut of urban water management (e.g., water supply planning, drought allocation modeling, demand projections, conservation programs), grant funding, ecosystem restoration, watershed monitoring programs/assessments, watershed sanitary surveys, stormwater quality monitoring programs, regulatory/permit compliance (e.g., Total Maximum Daily Loads [TMDLs], National Pollutant Discharge Elimination System [NPDES], waste discharge requirements), stormwater management plans, well siting, soil aquifer treatment, and groundwater replenishment. Ms. Gain is passionate about delivering multi-benefit One Water solutions for our clients, communities, and the environment.
