Mr. Arnold is a licensed Civil Engineer (CA) and Board-Certified Water Resources Engineer (BC.WRE) with more than a decade of professional and research experience managing complex water resources projects for water suppliers, special districts, agencies, and private clients. His expertise encompasses water rights investigations, water supply reliability and planning studies, hydrologic and operations modeling, and state and federal policy compliance.

He has led and supported numerous projects involving water rights due diligence for property and portfolio transactions, watershed-scale planning, and regulatory programs such as under the Sustainable Groundwater Management Act (SGMA). Mr. Arnold routinely integrates hydrologic data analysis, regulatory interpretation, and infrastructure understanding to evaluate the availability, conveyance, and long-term reliability of surface and groundwater supplies.

His recent work has focused on supporting public-sector clients with water rights protection strategies, expert analyses, and defensible reporting under evolving regulatory requirements. Mr. Arnold is also experienced in developing analytical and visualization tools for hydrologic and water rights data, helping clients make informed decisions grounded in technical evidence and regulatory context.
