Facility Closure and Decommissioning

EKI has extensive experience supporting regulatory closure and decommissioning of regulated facilities that store, treat, and dispose of hazardous waste, including complex industrial and R&D facilities.

EKI has managed the removal of equipment, materials, and chemicals from various types of manufacturing facilities and obtained closure certificates from DTSC and Certified Unified Program Agencies (CUPAs) throughout California. Our experience includes decommissioning regulated units and facilities across all tiers in California’s permitting program, as well as facilities regulated in other states. 

Our process begins with a detailed facility assessment, during which EKI staff identify items that may require decontamination, decommissioning, and removal and develop a detailed, site-specific facility closure plan. We guide facility owners through each step of the regulatory closure process, helping clients understand cost, disposal, and schedule implications. We also work closely with clients to stage decommissioning activities to improve efficiency, prevent disruption of ongoing facility operations, and avoid unanticipated costs.

In addition to supporting closure of operating facilities, EKI has supported clients interested in purchasing formerly regulated facilities by assessing facility records to confirm that the appropriate regulatory closure was properly completed and identify facility closure activities for which a new owner may be responsible.
