EKI has been providing water engineering services to the City of Lathrop. The City retained EKI to prepare its Integrated Water Resources Master Plan (IWRMP). EKI also served as the Program Manager for the City’s wastewater treatment and recycled water expansion projects, and provided technical support for detections of per- and polyfluoroalkyl substances (PFAS) in the City’s groundwater.

Integrated Water Resources Master Plan: EKI prepared the City’s Integrated Water, Wastewater, and Recycled Water Master Plans, and associated capital improvement plans. EKI also provides on‐call hydraulic modeling analyses to support new major developments. EKI led an extensive stakeholder engagement process. The IWRMP was adopted by the City Council and is being implemented.

Recycled Water Program Management: EKI served as Program Manager for the CTF Expansion Project and Five-Year Wastewater Capacity Project – expansion of membrane bioreactor (MBR) wastewater treatment plant from 1.0 million gallons per day (mgd) to 2.0 mgd. EKI secured a new Waste Discharge Requirements (WDR) permit for plant.

UWMP/SGMA/WSA: EKI prepared the City’s 2015 and 2020 Urban Water Management Plans (UWMPs), associated Annual Water Supply and Demand Assessments (AWSDA’s), and Water Supply Assessments (WSAs).

PFAS Technical Support: EKI assisted the City to determine the extent of PFAS’ impacts on the City’s groundwater supply and evaluate how to meet regulatory requirements and potential treatment and blending options.

EKI completed a bench-scale test to evaluate the effectiveness of using granulated activated carbon to remove PFAS and prepared a feasibility study of potential alternatives.

With EKI’s assistance the City’s wet utilities infrastructure is modeled and planned to accommodate the City’s growth and development.

EKI led an extensive stakeholder engagement process after preparing the IWRMP that led to the plan’s adoption.
