East Bay Regional Parks District (EBRPD)

Since 2001, EKI has provided environmental consulting services to the East Bay Regional Parks District in the East Bay region of California. EKI has been assisting EBRPD with environmental matters associated with the McLaughlin Eastshore State Park and the Anthony Chabot Marksmanship Range (ACMR).

The EBRPD’s primary concerns for the state park and marksmanship range centered around the potential types and locations of contamination, including lead concentrations and human health risks. In addition to addressing these concerns, EKI performed the following services:

  • Prepared a conceptual site model (CSM) for the ACMR to describe the preliminary understanding of Site conditions with respect to potential types and locations of contamination, migration pathways, and human and ecological receptors to guide the initial assessment. EKI implemented a comprehensive Site investigation to (1) identify background metal concentrations, (2) determine the vertical and lateral extent of impact, (3) assess human health and ecological risk, and (4) develop remedial goals.
  • Assessed lead concentrations, cap status, and human health risks at the McLaughlin Eastshore State Park at North Point Isbel. EKI also conducted an evaluation of capping alternatives and associated cost estimates to address the lead-impacted soil, prepared and made updates to a Stormwater Prevention Plan (SWPPP), and assisted with the implementation of the SWPPP.

EKI has helped the EBRPD identify locations of contamination and the concentrations of contaminants and has helped in developing remedial goals and prevention plans to address both concerns. Through the completion of projects related to stormwater management and compliance, site assessment and characterization, and remedial planning, the EBRPD has clarity on the vertical and lateral extent of impact of background metal concentrations on the state park. Through EKI’s work, the EBRPD also has remedial goals in place to address concentration levels now and into the future.
