RCRA Facility Investigation and Interim Corrective Measures at Resin Manufacturing Facility

EKI successfully completed a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI), Corrective Measures Study (CMS), and implementation of interim remedial measures at a manufacturer of synthetic resins. The site was an operating facility with several major processing areas, over 50 bulk chemical storage tanks, and corresponding piping and utilities. Site conditions were complex and multiple chemicals of potential concern were found at the sixteen identified solid waste management units. Several feet of floating hydrocarbon product were measured in monitoring wells near the main processing areas. Oversight of the project was provided by Department of Toxic and Substances Control (DTSC) and U.S. Environmental Protection Agency (U.S. EPA).
Services provided by EKI include the following:
- Review of environmental records and preparation of an RFI Work Plan.
- Extensive investigation of soil, soil vapor, and groundwater.
- Preparation of a baseline risk assessment and evaluation of potential remedial alternatives.
- Implementation of free product skimming and groundwater extraction for migration control with groundwater treatment.
- Implementation of soil vapor extraction (SVE).
- Closure of underground storage tanks.
EKI also assisted the client with environmental permitting and prepared a Storm Water Pollution Prevention Plan (SWPPP) and a Spill Prevention Control and Countermeasures Plan (SPCCP) for the facility.
Outcome
During the RFI, EKI successfully advocated limiting the extent of site characterization while moving ahead with interim remedial efforts, resulting in significant cost savings for the client.
