Joel brings more than 15 years of experience helping clients navigate complex water resource challenges through technical expertise, strategic planning, and business leadership. His background spans groundwater science and engineering, municipal water development, water rights, water supply planning, and water resource strategy, along with supporting full-cycle data center development. He also brings extensive experience in environmental compliance, stakeholder engagement, alternative project delivery, and the use of data-driven decision support tools to help clients make informed, resilient decisions.
